A few things...
1. You need to create a scene by scene breakdown.
2. What is the count of the entire film? Am I just not seeing it??
3. Plane crashes do not count unless they actually show a body before or after. They can be listed though under a misc. count.

I remembered this had been done, but I figured I'd re-do it because I thought the count was too low. I can see why it needed a double-checking though... note the asterisks. Feel free to question this.
(Also, I just got all 20 Bonds in a box set, so I'm claiming ALL Bond counts.)

Asterisks 1: Guy gets hit by a motorbike in the ribs; the bike is probably doing about 65 km/h. The bike comes to a fairly quick stop, sending the rider flying, but I bet he would've survived. The guy it hit though would almost certainly be dead in real life, let alone in James Bond world, from the impact of the bike alone, not to mention internal injuries etc. I call him dead.
2: There's a few shots where there are seven clear countable bodies down one 'aisle', and you see four people get shot in the intial glorious burst of Kalashnikov gunfire. None of those original four are in the area of the seven. A fifth person is seen being shot later, but since he almost certainly came from the seven I'm not counting him again.
3: Bond runs over the driver's side of a moving car with a tank, crushing that seat and that front area of the car completely. The car is being driven, the door is shut and it's being steered, although by the time it's run over, it's either a fairly obvious mannequin or just the car seat in there - the person seen driving the car in an earlier shot is gone. There is no way the driver of that vehicle could've survived being crushed to death (try having a tank doing the speed limit on a suburban street run over you), and the car had to be driven by someone, since it was still being steered. I call him dead.
4: Boris is frozen in liquid nitrogen. While that itself might not kill him, depending on which parts of the body are left uncovered and how much liquid nitrogen is on him, he would almost certainly have been dead by the time the credits rolled, and if not, would be dead in a couple of days, easily. I call him dead.
5: Bond throws the pen grenade which sets off a chain reaction of events, causing great things like flaming corpses and explosions. All deaths that stem from the original explosion have been attributed to Bond.
Misc I think that just about covers it.
